{"id":732,"date":"2024-04-10T12:04:49","date_gmt":"2024-04-10T12:04:49","guid":{"rendered":"https:\/\/retirednurseblog.com\/index.php\/2024\/04\/10\/biden-administration-sets-first-national-standard-to-limit-forever-chemicals-in-drinking-water\/"},"modified":"2024-04-10T12:04:49","modified_gmt":"2024-04-10T12:04:49","slug":"biden-administration-sets-first-national-standard-to-limit-forever-chemicals-in-drinking-water","status":"publish","type":"post","link":"https:\/\/retirednurseblog.com\/index.php\/2024\/04\/10\/biden-administration-sets-first-national-standard-to-limit-forever-chemicals-in-drinking-water\/","title":{"rendered":"Biden administration sets first national standard to limit \u2018forever chemicals\u2019 in drinking water"},"content":{"rendered":"<div>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clusw5aaz000j63p27ngy9jlw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The Biden administration finalized the first national standard to limit dangerous \u201cforever chemicals\u201d found in nearly half of the drinking water in the United States.<strong> <\/strong>Some environmentalists called the new rule a \u201chuge breakthrough\u201d and \u201chistoric\u201d change that can help protect human health.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clusw5s7h0003336h1awfx7wg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The new standard is legally enforceable and aims to reduce exposure to per-and polyfluoroalkyl substances, also known as PFAS or \u201cforever chemicals.\u201d Water utilities will now have to filter out five of more than 12,000 types of individual forever chemicals \u2014 PFOA, PFOS, PFNA, PFHxS and HFPO-DA, also known as<strong> <\/strong>GenX chemicals. The regulations also set a limit for mixtures of any two or more of PFNA, PFHxS, PFBS and GenX chemicals.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clusw5s7h0004336h76goazi0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            This\u00a0family of ubiquitous synthetic chemicals are used to help products repel water and oil, but they linger in\u00a0the environment\u00a0and the human body. They are linked to a variety of health problems including cancer, thyroid disease, reproductive problems and heart and liver damage among other issues. The chemicals are found in the blood of nearly 97% of all Americans, according to the US Centers for Disease Control and Prevention.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clusw5s7i0006336h4d7nei3w@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In 2022, the US Environmental Protection Agency\u00a0issued health advisories\u00a0that said the chemicals are much more hazardous to human health than scientists originally thought and are probably more dangerous even at levels thousands of times lower than previously believed.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clut5xd3f000b3b6isalx22hs@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But until now, there was no federal standard on the chemicals in drinking water. Only a handful of states have passed laws that compelled water utilities to test for and filter out the chemicals.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clut5xx4v000d3b6i8bvdzkbr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The new drinking water standard will reduce PFAS exposure for about 100 million people in the United States, the administration said.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clut5yhfe000f3b6ibhk6p6bb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cI will tell you, five years ago, I was working really hard in states across the country that were interested in setting their own drinking water standards because we all believed that there was no way we were going to get a federal drinking water standard,\u201d said Dr. Anna Reade, director of PFAS advocacy, environmental health at the environmental group NRDC. \u201cI think it\u2019s a huge breakthrough in terms of action on PFAS.\u201d    <\/p>\n<h2 class=\"subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/clut5zdam000n3b6i97hy4xuu@published\" data-component-name=\"subheader\" id=\"new-standards-new-investments\" data-article-gutter=\"true\">    New standards, new investments<\/h2>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clusw5s7i0008336hbqms7tct@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The new regulations set different standards for different chemicals.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cluswvxkn000d3b6ix3vmceu7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For PFOA and PFOS, the enforceable maximum contaminant levels (MCLs) will be set at 4.0 parts per trillion individually. This standard will reduce exposure from these PFAS in drinking water to the lowest levels that are feasible for effective implementation, according to the administration.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cluswvufw000b3b6iy792nq5o@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The new maximum contaminant level goal for PFOA and PFOS \u2014 a non-enforceable, health-based goal \u2014 will be zero. The zero standard reflects the latest research that shows that there is no level of exposure without risk, senior administration officials said on Tuesday.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cluswucxm00043b6ifvxpb2hw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For PFNA, PFHxS and GenX chemicals, EPA is setting the contaminant level at 10 parts per trillion.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clusw5s7i000e336heq2piryv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The government estimates about 6% to 10% of the 66,000 water systems in the US will have to improve their filtering systems to come into compliance with this new standard.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clusw5s7i000f336hebvqwmp5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Water treatment facilities will have three years to test for the chemicals and two years to purchase, install and operate the technologies that can filter out forever chemicals if they exceed the standard. Public water systems must inform people about the level of PFAS in the drinking water.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clusw5s7i000h336h0n5y25ka@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The Biden administration is also making what it calls an \u201cunprecedented\u201d $1 billion in newly available funding through the Bipartisan Infrastructure Law to help states and territories ramp up testing and treatment for these chemicals at public water systems and for owners of private wells. The money is part of a $9 billion investment to help communities manage water contaminated with PFAS and other contaminants.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clusw5s7i000i336hh96l3eo9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The EPA also has a Water Technical Assistance program to help small, disadvantaged, and rural communities access federal financing and help them develop a plan going forward.    <\/p>\n<h2 class=\"subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cluswasey002c336h6v0mm1iz@published\" data-component-name=\"subheader\" id=\"environmentalists-laud-historic-change\" data-article-gutter=\"true\">    Environmentalists laud \u2018historic\u2019 change<\/h2>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clusw5s7i000k336hlpa0wi13@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Just how much the federal standard will reduce people\u2019s overall exposure to PFAS isn\u2019t completely clear, according to Dr. David Andrews, a senior scientist with the Environmental Working Group, an environmental group that has been advocating for decades for the country to clean up these chemicals.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clut60oc5000p3b6i1ald1pvc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Andrews called the new national standard \u201chistoric.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clusw5s7i000l336h1rdgvide@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThis is the first time since the Safe Drinking Water Act Amendments were passed in 1996 that a drinking water contaminant made it through the regulatory process to the finish line,\u201d Andrews said.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clusw5s7i000m336h97tan3nq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Drinking water probably accounts for at least 20% of people\u2019s exposure to these forever chemicals, Andrews said, but it could be more depending on the water utility.<br \/>People are also exposed to these forever chemicals through food, clothing, household products, dust and several other sources.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clusw5s7i000n336h1af63jpk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The new standard will boost drinking water quality overall, Andrews said, since filters used to get rid of PFAS will also likely filter out other contaminants like disinfection byproducts.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clusw5s7j000p336h27k9ekbh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            However, the action won\u2019t completely eliminate exposure from drinking water. Most environmentalists believe the EPA should set a standard for the entire class of chemicals. This regulation only applies to a handful.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clusw5s7j000q336hhfkymsbi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThis problem is so large,\u201d NRDC\u2019s Reade said. \u201cAgain, we shouldn\u2019t take away from the fact that this is just a really monumental step forward.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clusw5s7j000r336hyl1peiap@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Erik Olson, a senior strategic director for health at NRDC, said the effectiveness of the standard will also depend on enforcement. In most of the country, states will have primary enforcement responsibility.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clusw5s7j000s336hi16uo93u@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cIn most states, tracking violations, reporting those violations, enforcing against violations, is very poor and the vast majority of violators never face penalties,\u201d Olson said.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clusw5s7j000t336hn4kb4zjq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Olson said the rule will encourage water utilities to invest in modern technology. Some systems still rely on World War I-era technology, he said.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clusxbhbz00033b6iveac1i5o@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWe hope they will recognize that they need to make these investments,\u201d Olson said. \u201cHonestly, we\u2019re living off of the investments of our great grandparents that built a lot of these systems.\u201d    <\/p>\n<h2 class=\"subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cluswbph1002i336hg9cqc5iy@published\" data-component-name=\"subheader\" id=\"critics-question-cost-to-water-systems\" data-article-gutter=\"true\">    Critics question cost to water systems<\/h2>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clusw5s7j000w336h6328qdu4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Change will come at too great cost for some utilities, according to Dr. Chad Seidel, a Colorado-based engineer who works with drinking water utilities, and president at Corona Environmental Consulting.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clusw5s7j000x336hdvsad3wh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Seidel, who is critical of the standards, said many facilities had already been working hard to reduce PFAS from drinking water for \u201cquite some time before a national regulation.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clusw5s7j000y336hlp5t59hw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Seidel believes the utilities with high PFAS concentrations should address the problem, but the health benefit may not be as signficant for facilities with lower concentrations. The regulation, he said, comes at a \u201creally, really high cost for potentially low public health benefit.\u201d    <\/p>\n<div data-uri=\"cms.cnn.com\/_components\/factbox\/instances\/cluswchn1002k336hfhkw3flj@published\" class=\"factbox_inline-small         factbox_inline-small__standard  \" data-article-gutter=\"true\">\n<ul class=\"factbox_inline-small__items factbox_inline-small__items--ul\">  <\/ul>\n<\/div>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clusw5s7j000z336h85mw4724@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWe want to make sure those limited resources we\u2019ve got in our communities really are used to address public health concerns and drinking water, and I wish the list was really, really short ahead of PFAS, but unfortunately, there\u2019s a lot of really pressing things that we want to keep addressing,\u201d Seidel said.    <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clusw5s7j0010336ht0597o6c@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The American Chemistry Council, an association that represents\u00a0US chemical, plastics and chlorine industries, took issue with the underlying science used to develop the new standards.
