Then the NIH pulled her funding"},"content":{"rendered":"<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8hgd000v26p2d046fslg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            On March 10, Dr. Nisha Acharya got a letter from the National Institutes of Health terminating her grant to study the safety and effectiveness of a vaccine recommended for all adults 50 and older in the US.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc400022e6b7o1s5hy5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The grant was canceled after a change in NIH policy to not \u201cprioritize research activities that focus on gaining scientific knowledge on why individuals are hesitant to be vaccinated and\/or explore ways to improve vaccine interest and commitment,\u201d according to the termination letter.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc400032e6baq6nlbmr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The policy shift was no surprise: Robert F. Kennedy Jr., a prominent vaccine skeptic, now leads the US Department of Health and Human Services.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc400042e6bbpuppzvi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            What was surprising about her grant cancellation is that she\u2019s not studying vaccine hesitancy.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc400052e6b38c6vl67@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Rather, in a written description of her research, Acharya said, \u201cI had the words \u2018hesitancy\u2019 and \u2018vaccine\u2019 in the same sentence.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc400062e6bu2xdo68n@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            She thinks her funding was caught in a dragnet of NIH grant cancellations driven by haphazard, error-prone word searches rather than careful review of the research in question. HHS has not clarified how it is selecting grants for termination.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc400072e6bqjuoqrpc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Over the past few weeks, the NIH has canceled at least two dozen grants to researchers who were looking at ways to increase vaccination rates or fight vaccine hesitancy.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc400082e6bz48qah1g@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The changes come as scientists and universities are already reeling from cuts to funding for research about climate science, HIV and many other topics.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc400092e6b2qgxdyat@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For Acharya, the cancellation wipes out just over three years of funding on her current grant that she says is worth almost $2 million in direct and indirect costs.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc4000a2e6bfqqz8e2r@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            As a result, she plans to lay off three full-time employees who were working with her to analyze large amounts of data related to the vaccine. Acharya, a clinician scientist at the University of California at San Francisco, will keep her job seeing patients, although the grant paid about 35% of her salary, which she used for time to conduct research.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc5000b2e6b7y31dpyp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cI don\u2019t have a way of continuing this work,\u201d said Acharya, who is planning to appeal the decision.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc5000c2e6b6zj0kf30@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            During his Senate confirmation hearings, Kennedy, a lawyer, testified that he was \u201cpro-safety\u201d and \u201cpro-good science.\u201d He denied being anti-vaccine and has said he wants people to know the risks and benefits of the vaccinations before they get them, a principle called informed consent.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc5000d2e6b0nz7wey1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            That\u2019s what Acharya wants, too. She believes that studies on vaccine hesitancy are valid and worthwhile and should continue to be funded \u2014 but it\u2019s not what she\u2019s studying.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc5000e2e6blya06h2k@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cI\u2019m not anti-vax. I am pro-science, whether it\u2019s positives or negatives,\u201d she said. \u201cI understand that with any medicine, any vaccine, there may be things that are very good and things that people may need to be cautious about. That is the goal, right?\u201d    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm8rwa79h001b2e6by78nngif@published\" data-component-name=\"subheader\" id=\"research-halted\" data-article-gutter=\"true\">        Research halted<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc5000g2e6b6c7xkf79@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Acharya is an ophthalmologist, or eye doctor, who studies inflammatory diseases of the eye. Until March 10, she was studying the benefits and risks of the shingles vaccine, particularly as it relates to an infection called herpes zoster ophthalmicus: shingles in the nerves around the eye. This complication is painful and can lead to blindness.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc5000h2e6ba64nln49@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            About 1 in 3 adults will have shingles at some point in their lives, and Acharya said that 10% to 20% of those cases will involve shingles of the eye.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc5000i2e6bemutwkr5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The clinical trials that test vaccines can tell researchers whether a shot will generally be effective at preventing the more severe complications of an infection. Clinical trials can also catch common safety issues.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc5000j2e6bqt1ceztv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But rare side effects and adverse events from vaccines often aren\u2019t picked up until they\u2019re launched across the population and used by hundreds of thousands of people of different ages and sexes and with different underlying conditions.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc5000k2e6bmtv0zu06@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Acharya was studying all those questions related to the Shingrix vaccine, which landed on the US market in 2018. It is recommended for all adults 50 and older to prevent painful bouts of shingles, a reactivation of the virus that causes chickenpox.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc5000l2e6bovuprocr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Acharya said she saw an opportunity to gather more data. \u201cThose trials that led to FDA approval did not include people who had had shingles already. They don\u2019t really include people who are sick or had a lot of medical problems.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc5000m2e6bm25zahx4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWe need to really understand how well the vaccine is working for different age groups, for different people, maybe people who have different comorbidities or different conditions, like who are immunocompromised, people who already have had shingles, already have had shingles on the eye. There\u2019s all these questions that we have no data for, no information,\u201d she added.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc5000o2e6bvrbgvysk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            She applied for and won a grant through the NIH to study these questions. It\u2019s a highly competitive process that requires months of work to prepare and submit, and goes through rounds of review from peers before it\u2019s awarded.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc5000p2e6bslbb4tyk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            After her first five-year grant, Acharya was able to show that her work had produced important findings: for example, that the vaccine was safe and effective at preventing shingles \u2013 including around the eye \u2013 in people who had not had it before. So the NIH awarded her another round of five-year funding to continue.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc5000q2e6b951m3r2x@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            She said she wanted her second round of research to dig into a question that made her fellow ophthalmologists hesitant to recommend the vaccine to their patients: Many of them had seen people who got the vaccine experience a dangerous reawakening of the virus in their eyes. Was it a coincidence or a real risk?    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc5000r2e6ba70vd6g3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cI\u2019m in a very specialized field, and we actually have a little bit of concern in this very specialized subgroup of people who already have shingles in the eye,\u201d Acharya said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc5000s2e6bvm3ux9ed@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Acharya wanted to see whether it was true that the vaccine could trigger another bout of shingles inflammation. In a recent study published in the journal JAMA Ophthalmology, she showed that it could \u2014 an important safety consideration. GSK did not immediately respond to a request for comment about the study.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8sxw9zu00003b6moim18g87@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In the study, Acharya urged more monitoring of patients. She imagined that this data might eventually be used to refine recommendations about who should get the vaccine. But it was just the first study; more research is needed for such a change.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc5000t2e6bo048trak@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Still, her grant was cancelled.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rwq6e000013b6m9x1dmuol@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            HHS didn\u2019t answer specific questions about how it was deciding to terminate grants.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc5000w2e6bdwbs0v6n@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Acharya calls it \u201cironic\u201d that her grant was flagged. \u201cI never got to explain.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc5000x2e6bg699um14@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            She says the program officers overseeing her grant at the NIH knew her work well, and \u201cthey didn\u2019t have any part in this decision.\u201d    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm8rwamox001e2e6b8fpgcle8@published\" data-component-name=\"subheader\" id=\"a-chance-to-appeal\" data-article-gutter=\"true\">        A chance to appeal<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc5000z2e6b0qleb9n6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The letter gives her 30 days to appeal the termination if she believes that it was made in error, and the appeal goes directly to Dr. Matthew Memoli, who has been acting director of the agency while new NIH Director Dr. Jay Bhattacharya was awaiting confirmation.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc500112e6bjzmcg6zq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            What really makes Acharya sad is the effect of the funding cuts on her colleagues.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc500122e6bju799pyo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cI can\u2019t save them,\u201d she said. \u201cI\u2019m trying to call people and try to get jobs for them. I\u2019m trying to set up interviews and stuff, but it\u2019s really hard.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm8rw8wc500142e6brqqrl23s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Universities have lost so much federal research funding that many are coping with their own grant cancellations and doing their own belt-tightening.
