Speaking to reporters at the White House, Agriculture Secretary Brooke Rollins said it could take a few months for egg prices to drop.<strong> <\/strong>    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7m7x73f00212e6bsoiqlz58@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cIt\u2019s going to take a little while to get through, I think the next month or two, but hopefully by summer.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7m2ba4000012e6b0zqjgbfu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In a new op-ed published in the Wall Street Journal on Wednesday and a press release issued later in the day, Rollins outlined the new five-pronged approach, which will focus on increasing biosecurity on egg-laying farms and helping farmers who have lost flocks recover more quickly. She said USDA<strong> <\/strong>may<strong> <\/strong>temporarily allow imports of eggs to expand supply.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7m7t39n001s2e6b1smp4n70@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Rollins said USDA was also exploring the use of vaccines and therapeutics in chickens to cut down on culling of birds, but the agency has not yet authorized any for use.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7m8b3yy002c2e6b0536hiup@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cTo every family struggling to buy eggs: We hear you, we\u2019re fighting for you, and help is on the way,\u201d Rollins wrote.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7m15jwo00063b6m4e4njbm0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The USDA will invest $1 billion in the new plan, which will be paid for, in part, by Department of Government Efficiency cuts. According to Rollins\u2019 op-ed:    <\/p>\n<div data-uri=\"cms.cnn.com\/_components\/list\/instances\/cm7m15k3i00093b6mnc40g6r9@published\" class=\"list \" data-article-gutter=\"true\">\n<ul data-editable=\"items\" class=\"list__items list__items--ul\">\n<li data-editable=\"items.0.text\" class=\"list__item inline-placeholder\">                    USDA will spend $500 million to help enhance wildlife biosecurity measures to help keep the virus off farms. Rollins said USDA will expand a pilot program started under the Biden administration which sends USDA inspectors to assess biosecurity measures on farms.              <\/li>\n<li data-editable=\"items.1.text\" class=\"list__item inline-placeholder\">                    The US government will spend $400 million to reimburse farmers with affected flocks. The US already compensates farmers for the loss of their chickens. In December, USDA added a requirement that poultry producers pass a biosecurity audit before they could be compensated.              <\/li>\n<li data-editable=\"items.2.text\" class=\"list__item inline-placeholder\">                    USDA, which regulates vaccines for animals, is exploring the use of vaccines and therapeutics but it hasn\u2019t authorized use of any yet.  Rollins said the agency would spend $100 million in research and development of new therapeutics.              <\/li>\n<li data-editable=\"items.3.text\" class=\"list__item inline-placeholder\">                    The US will cut back on regulations on egg producers and \u201cmake it easier for families to raise backyard chickens.\u201d              <\/li>\n<li data-editable=\"items.4.text\" class=\"list__item inline-placeholder\">                    The US government will consider temporary imports of eggs to reduce prices.              <\/li>\n<\/ul>\n<\/div>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7m8ctau002g2e6b0ct52hgc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Some felt the plan was not aggressive enough.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7mabvgt00003b6mhu5djkzd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            It<strong> <\/strong>doesn\u2019t, for example, expand the surveillance of milk to cover all states. Contaminated milk can contain high levels of virus before pasteurization. There are other bird flu vaccines that are licensed in the US, too, including one from German company Boehringer-Ingelheim that has been used in other countries, including France and Mexico.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7m8x78p003l2e6bsknbenkd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWe need tools like vaccines to protect poultry from H5N1 because the virus is lethal to them and the endless, expensive cycle of culling doesn\u2019t seem to be working to stop the virus from infecting flocks,\u201d said Dr. Jennifer Nuzzo who directs the Pandemic Center at  Brown University.  \u201cThough the vaccine may not prevent flocks from infection, making the the virus less lethal to birds may alleviate some of the financial tolls of H5N1.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7m51k4s000r2e6b5jn1htlv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Use of vaccines and drugs, Rollins said, could cut down on the need for culling entire flocks of birds.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7m56ek700102e6brm10inwl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Culling, or killing all the birds in a flock where some have been infected, can be an effective way to stop an outbreak. In the last major wave of bird flu to hit the United States, in 2014, aggressive culling stopped the spread of the virus within a year. In the current epidemic, however, culling hasn\u2019t been enough to extinguish the contagion. More than 166 million birds have died since the February 2022, according to the USDA.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7m7gq3600152e6bp7lph3v4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Taxpayers have borne the costs in multiple ways, facing higher prices for eggs at the grocery store, but also footing the bill for the dead birds. Over the past three years, the US government has paid poultry producers more than $1.25 billon dollars to compensate them for the loss of their flocks.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7m7h5dq00172e6biqidxv6f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Last year, the USDA said that strategy hadn\u2019t worked as intended, as roughly 20% of those payments have gone to farms that have become infected multiple times. In December, USDA added a new requirement that farms had to pass a biosecurity audit before they would qualify for the indemnity payments.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7m7er0500132e6byuh3a4mj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            On Wednesday, Rollins said poultry farmers had been overregulated, and pledged to roll back rules that made it tough for them to restart their operations after losing their flocks, though she didn\u2019t specify what those might be.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7m2slnv000a2e6bo0u7dhxo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Poultry producers have resisted the use of bird flu vaccines, which are costly and labor intensive to administer to millions of birds. The US is a major exporter of poultry products, and many countries won\u2019t accept vaccinated birds.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7m4oqcs000e2e6b9v878c3p@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWe will also work with our trading partners to minimize potential negative trade effects for US producers and to assess public-health concerns,\u201d Rollins wrote in the WSJ.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7m15jwo00083b6mymphbanc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The World Organization for Animal Health, or WOAH, says vaccination may now be a necessary measure to control the spread of bird flu, which has moved from being a seasonal scourge for birds to becoming a year-round threat for many different species of mammals, including dairy cattle.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7m8ea26002m2e6b1g9l108b@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            WOAH recommends vaccination of flocks, but not as a standalone measure. Vaccines don\u2019t stop the birds from becoming infected, but they can prevent severe disease if they are. That can help farmers save their flocks and reduces the chances that people or other wildlife may catch the infection from a sick flock. Vaccines don\u2019t eliminate the risk of transmission entirely however.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7m8xbg0003n2e6biivsxaiy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For that reason, countries that opt for this strategy should make sure they\u2019re using high quality vaccines that are regularly updated to match the circulating viruses; they also need to have adequate surveillance to monitor vaccinated birds in case they are infected, but don\u2019t look sick. For that reason, WOAH recommends robust testing to rule out silent spread of the disease.
