{"id":1305,"date":"2024-08-28T11:53:04","date_gmt":"2024-08-28T11:53:04","guid":{"rendered":"https:\/\/retirednurseblog.com\/index.php\/2024\/08\/28\/with-pandemic-memories-fresh-towns-voluntary-curfew-to-prevent-spread-of-lethal-mosquito-borne-virus-draws-ire\/"},"modified":"2024-08-28T11:53:04","modified_gmt":"2024-08-28T11:53:04","slug":"with-pandemic-memories-fresh-towns-voluntary-curfew-to-prevent-spread-of-lethal-mosquito-borne-virus-draws-ire","status":"publish","type":"post","link":"https:\/\/retirednurseblog.com\/index.php\/2024\/08\/28\/with-pandemic-memories-fresh-towns-voluntary-curfew-to-prevent-spread-of-lethal-mosquito-borne-virus-draws-ire\/","title":{"rendered":"With pandemic memories fresh, town\u2019s voluntary curfew to prevent spread of lethal mosquito-borne virus draws ire"},"content":{"rendered":"<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0bfa1y9000v26p866zb169c@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The idea to end outdoor activities near sunset to protect people from a deadly mosquito-borne virus is not new.&nbsp;This year\u2019s public outcry about the measure is.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0bq9mfy00052e6alnz29y25@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In 2005, 2012 and 2019, towns in Massachusetts and Connecticut asked residents to curb outdoor activities during outbreaks of eastern equine encephalitis, an infection<strong> <\/strong>also known as EEE, with little fanfare or attention.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0bfalz800062e6a5890t85s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Last week, however, when officials in<strong> <\/strong>Oxford, Massachusetts, announced a voluntary curfew and urged residents to finish outdoor activities before 6 p.m. through the end of September \u2013 and 5 p.m. in October until the first hard frost \u2013 some residents weren\u2019t happy.&nbsp;About 200 showed up to a town meeting where the measure was discussed.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0bfalz800072e6a2haw4d02@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            There wasn\u2019t the same kind of protest over similar measures to prevent the spread of EEE in 2019, said Philip Davis, president of Oxford\u2019s Little League.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0bfalz800082e6a1qryn3yz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cIn my family, we were completely done when Covid ended. We were done being locked inside, being scared. Living scared is no way to live,\u201d he said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0bfalz800092e6aucfdcwvh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But with the 2019 EEE curfews in recent memory, followed shortly after that by Covid restrictions, he said, \u201cI think everybody at this point in time was just, \u2018Enough is enough. Let\u2019s put the decision-making back to parents.\u2019 \u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0bfalz8000a2e6au20xjg85@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Eastern equine encephalitis is caused by a virus that\u2019s passed to humans through the bite of infected mosquitoes.&nbsp;The virus often travels to the brain, where it causes swelling or inflammation.&nbsp;The first symptoms can include a sudden headache, high fever, chills and vomiting that may progress to disorientation, seizures and coma.&nbsp;Severe cases are rare. About 11 human infections are reported in the US each year, according to the US Centers for Disease Control and Prevention.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0bqkitt00013b6lm64ng7ve@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The mosquitoes that spread EEE are most active at dusk and dawn.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0ccelkx00002e6a6td4izjp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cI would imagine the dusk-to-dawn curfew decision wasn\u2019t taken lightly by the local and state health departments,\u201d said Dr. Kristy Murray, who is an expert in mosquito-borne viruses at Emory University.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0cckg4z00042e6an5sxl5a3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Lori Freeman, the chief executive officer of the National Association of County and City Health Officials, known as NACCHO, said a curfew does a few things: It gets people off the street when they\u2019re most likely to be bitten; it gets people\u2019s attention, alerting them to the threat in the first place; and finally, in some cases, it makes it safer for people when crews need to spray chemical insecticides that kill adult mosquitos to control the bug population.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0bfalz8000b2e6ah9wnsssy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Oxford and three other towns \u2013 Douglas, Sutton and Webster \u2013 were classified as being at critical risk of EEE on August 16 after a person and a horse in the area tested positive for the infection, which kills about 1 in 3 people who get it and leaves about 50% of survivors with lasting neurologic problems, according to the CDC. There is no specific treatment for the illness.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0bfalz8000c2e6a047n691u@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Oxford Town Manager Jennifer Callahan wrote a public letter to the town\u2019s board of health to tell them that the person who tested positive lived in Oxford. She wrote that the person\u2019s family members had reached out and urged town officials to warn others.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0bfalz8000d2e6aia6jn14w@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            That wasn\u2019t enough to convince some parents and coaches, however. On Monday, a petition on Change.org to protest the proposal had more than 880 signatures.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0bfalz8000e2e6az68yd6gb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cMy children lost so much of their childhood already because of Covid. Playing football and cheering had provided them some sort of normalcy throughout the years. \u2026 Please don\u2019t shut down the fields,\u201d wrote one person who identified herself as an ER nurse, adding that she understood the risk of EEE and thought it could be managed through other measures like spraying and wearing protective clothing.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0bfalz8000f2e6a93n2uo2e@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cGovernment overreach in the name of safety has upended the lives of our kids enough,\u201d another commenter wrote.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0bfalz8000g2e6azw4wxonx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Rike Sterrett, Oxford\u2019s director of public health services, understands that the Covid-19 pandemic restrictions were deeply felt by both parents and kids and left a long shadow over public health.&nbsp;She stresses that the town\u2019s curfew is a recommendation and is voluntary.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0bfalz8000h2e6a415q0ws2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Public schools are following the voluntary guidance, Sterrett said.&nbsp;They aren\u2019t canceling activities and sports but rescheduling them or moving practices indoors when possible.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0caxwke00033b6ln8tz8rjl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The town even carved out an exemption for outside groups that want to continue to use city property.&nbsp;They can continue to play on city fields after hours if they sign a legal form saying they understand the risks and provide proof of adequate insurance.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0bfalz8000i2e6a2ktd7c5m@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cSo you don\u2019t have those evening under-the-lights games, and it\u2019s just adjusting those practice schedules,\u201d she said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0bfalz8000j2e6anhhq4lo4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Sterrett said she worked for the town of Marlborough, Massachusetts, in 2019, which was also a bad year for EEE, with 12 human cases across the US.&nbsp;Officials there made similar recommendations to end outdoor activities shortly before<strong> <\/strong>dusk.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0bfalz8000k2e6akaig6slc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cIn 2019, I feel like there was a little bit less pushback about these recommendations, but there was still some,\u201d Sterrett said, adding that she understands that people want to be outside enjoying the last bit of temperate weather for the year.    <\/p>\n<div data-uri=\"cms.cnn.com\/_components\/factbox\/instances\/cm0bfckba000x2e6a1m7zr1jg@published\" data-component-name=\"factbox\" data-article-gutter=\"true\" class=\"factbox_inline-small the same time, the call for restrictions on outdoor activities has helped lead to some much-needed public awareness about the infection and the need to avoid mosquito bites.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0bfalz8000m2e6acni3rm70@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThe education, at least, I\u2019m hopeful it\u2019s getting out there,\u201d Sterrett said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0bfalz8000n2e6ay5efglw5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Davis said he\u2019s still working with<strong> <\/strong>local officials to try to make the recommendations more flexible.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0bfalz8000o2e6a7nek44yl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Parents would like to see the town hew to the state\u2019s recommendation, which is to restrict activity outdoors from dusk until dawn, \u201cwhich is a huge difference,\u201d he said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0bfalz8000p2e6aa8rvinpk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            On Tuesday night, for example, dusk is expected to be around 8 p.m., two hours after the recommended curfew.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm0ccwytx00062e6aq876lmka@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Davis said his Little League organization plans to sign the town\u2019s required waiver and has the insurance necessary to play on the fields after the curfew.
